It is an etching signed by pencil. 

Samuel L. Margolies is well known by his works “Men of Steel” and Builders of Babylon which are at the Museum Metropolitan of Art, together with well over 100 prints and drawing by him. His prints are coveted by private collectors
The artwork was done around 1940-1949

On the back the description says:
“Samuel L. Margolis is one of the most respected artists of our day, for in the manner of the great masters he is equally able in the media of etching, sculpture and painting. His ability in the creation of aquatint has been recognized by connoisseurs both here and abroad. His mastery in the medium has enabled him to create works which are outstanding in their eloquence and striking pattern. Over one hundred private, city, state and federal collections now own Margolies’ etchings. He was trained at the National Academy of Design and at the Beaux Arts Institute.

During the World War I Margolies interrupted his career in art for service overseas. During the last war his desire to contribute to the war effort was so great that he worked long hours in a vital Eastern defense plant drafting and designing war material.”
